Balmy winter in Minnesota?

Forecasters at NOAA’s Climate Prediction Center – of the National Oceanic and Atmospheric Administration (NOAA) issued its 2015-2016 U.S. Winter Outlook today (Thursday, October 15).

This year’s El Niño effect, among the strongest on record, will bring above-average temperatures across much of the western and northern United States – including Minnesota.

El Niño will influence weather and climate patterns this winter by affecting the position of the Pacific jet stream.
